Short description of error
When installing new 2.78 64bit version of blender, the blender start icon is not generated onto desktop.
Exact steps for others to reproduce the error
Download blender 64bit installer 'blender-2.78-windows64.msi', save it to disk.
Start installer, and proceed as it requires.
When installation process is finished, no blender icon is visible on desktop.

Do you get asked during installation if you want to create a Desktop Icon, did you check this?

You don't get asked during install, asking it's not an option cpack (what we use for the installer offers) has, we make a start menu shortcut, but not a desktop one. We could possibly change this (newer cpack seems to have an option for desktop shortcuts, but i've never tested it) but then we would make desktop icons for all users, (no way to opt out) so i'm not sure that's a direction we want to go in.

@LazyDodo, think making an icon for all users is better than not making an icon at all. Don't think it's common to have blender installed (as in, msi-installed) to a non-system location for a single-user use only.
