This I can confirm. Win 7, latest e5d8c2a build.

I get 2 hours for the 2.78a, but negatives for latest build.

The time remaining feature now is also always broken when progressive refine is turned on.

Either the value is a negative number or the progress bar ticks up to 100 percent when only a small fraction of the total samples have been calculated.

You don't even need to request a .blend file, just do a progressive refine render with a large amount of samples for the default cube. I believe this was broken when Lukas Stockner did a refactor in a bid to improve its accuracy for tiled rendering (but I would rather have it slightly inaccurate than broken).
