Short description of error
When two strips are connected by an effect strip (cross or wipe effect), and the left strip is cut, the effect will change its first input to the left cut piece, thus causing the effect to change its position and length (and usually end up overlaid on the same channel as the right cut strip).
The effect should be connecting the right cut piece and the original far right strip.

Exact steps for others to reproduce the error

Add two videos to the VSE
Add a crossfade effect strip between the two videos
Select and cut the left strip in a position before the left side of the effect strip
