Short description of error
If object is linked to two (or more) collections, on using Make Single User (Object or Object & Data) the original object will be unlinked from all collections and replaced by its copy.
But what would be a correct behaviour for this tool? Create object copy for every collection it linked to?
Exact steps for others to reproduce the error

Eehhh… this is not really a bug report, more like raising a question about behaviors… Also, woudl like to summon @brecht and @dfelinto here, since this is more a question of (new) collections handling than anything else imho.
In fact, imho, make single user should not do anything in that case (since there is not really two users, both collections being 'merged' and giving a single object in the viewlayer), not so sure this would be easily possible to detect such cases though.
I guess "Make Single User" for objects themselves should make the objects local to the current scene? So that would mean looking at all collections in the current scene, and only counting those as a single user.
