Graphics card: Integrated UHD 620 graphics
Broken: Blender 2.80+
Worked: 2.78 works fine. In 2.79 freezing was less frequent
Description of error
I'm unable to move and zoom in and out
Error occurs randomly whenever I try zooming in and out or when I move around in the scene
Happens randomly so no file is available

No it didn't work unfortunately
Can you try download older Blender version and check if any of them works correctly?
Also try to check out newer development versions https://builder.blender.org/download/

In blender 2.78 it works fine. In blender 2.79 freezing was less frequent
