Short description of error
The whole UI and workspace "blink/change tone" in maximixed window mode. Doesn't happen in minimized window or "toggle full screen" mode.
Exact steps for others to reproduce the error
1-Launch Blender
2-Maximize the window
3-make an action with the mouse into any tab of blender
4-the UI and the workspace start blinking (it's a change of tone, moving to a warmer/red one)

If I'm not mistaken, this problem with the RTX 2070 has not been reported here yet.
Please double-check if the drivers are up to date.

Try to run
blender_debug-gpu.cmd
that is included in the download.Run blender for just a few seconds with the window maximized.
After Blender closes, the logs will be in a text file which can be attached here.

The drivers are the last avalaibles, tested Studio and Game drivers both.
I've checked the latest daily builds 2.91.0 Beta and 2.92.0 Alpha and the issue is still present. Sometimes it happens even with minimized window, but I've not understood how to reproduce.

Does this problem happen when you reset the factory settings (File → Defaults → Load Factory Settings)? It is possible that it is being caused by some addon.

Hi @Nicolo , does this happen with recent blender versions also (2.83.0 LTS, 2.92.0 , 2.93.0, 3.0.0)?
(I am not on same graphics driver so can not replicate the issue)

@Nicolo , thanks for checking. May be I am wrong but I think this problem is specific with RTX 2070.

I have a 2070 too but dont have this problem. Might be something else then. I also have a multi monitor setup but since i cant reproduce it, thats not really helpful. Have you checked for a windows update?
@DarkKnight , thanks!. Seen some NVIDIA reports related to flickering for multi monitor setup. That's why I asked.

@Nicolo To reiterate Pratik's questions above, did you check 2.93/3.1 already? And does you have a multi monitor setup?

I'll check all the versions asap porperly but I'm quite sure it happens on every release I've tried, and I use 2.83, 2.93 and 3.01 on my home PC. I didn't have a multi monitor setup at the time, so it was on a single monitor setup. Now I have a multi-monitor setup, and this is what happens: flickering on the laptop monitor, not flickering on the plugged monitor.

@Nicolo hi, probably G-sync (or V-sync) causes your screen to flicker in full screen mode?
Please check if disabling make any difference (if they are enabled).

Ok, G-Sync seems no to be avalaible on my PC, disabling V-Sync doesn't make any difference. I've also tested the 3.1: still present

Hi, do you experience same flickering in other 3d softwares and games?
Do you have high refresh rate laptop screen?
So you've connected your laptop to external monitor, right? To which GPU your external monitor is connected (internal or dedicated)?
