System Information
Operating system: ubuntu 18.04
Graphics card:

Blender Version
Broken: master hash 4ef0654449
Worked: (newest version of Blender that worked as expected)

Short description of error
By default, Add Object Tool let user creates an object with a free ratio.
But to create primitives with an uniform scale, a perfect cube or a perfect sphere : it has options to force a fixed aspect ratio.
There are 2 Aspect settings : one the Base and one for the Height.
Base and height can separately be defined from a different Origin.
This Origin can be Edge of primitive or Center of primitive.

When Base and Height are defined according to same origin, there is no problem.
But when Base Origin and Height Origin are different, height of primitive is 2 times too small or 2 times too high.
Instead of being a Cube, result is half of a Cube or a bloc that has an height of 2 cubes.
Problem is recurrent for all primitives.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Activate Add Cube tool.
Set Depth setting to Cursor Plane.
Set Orientation to Default.
Set Snap to Default.
Open last popover of the tool to set both Aspect settings to Fixed.
Like in attached .blend file.
add_Obj_scale_bug.blend
That is a less weird default to create cubes on grid.

Click and drag to create base.
Release left click to create height.
Left click to validate. -> Result is a cube.

Change Base Origin only from Edge to center.
Click and drag to create base.
Release left click to create height.
Left click to validate. -> Result is an half of a cube.

Invert Origin settings. Base Origin -> Edge. Height Origin -> Center.
Click and drag to create base.
Release left click to create height.
Left click to validate. -> Result is a sum of 2 cubes in height.
