Permanently collapsing the “System” and “Volumes” dropdown menus #85290

System Information
Operating system: Ubuntu 20.04.1 64-bit (up-to-date)
Graphics card: AMD RX 570 (using the headless install of their -PRO driver, so only the OpenCL stack, the rest is all Mesa)

Blender Version
Broken: 2.67b -> 2.9-Alpha
Worked: None, as far as I can remember

Short description of error
Whenever I need to open something (be it a file, texture or anything else), the "System" and "Volumes" dropdown menus occupy a huge portion of the screen, making it really annoying to work with my Favorites and Recent list, because every time I need to use them I also need to either collapse the menus at the top or scroll down to see the lists I want.

All I care about is bellow them, in Blue (which is not properly displayed since they take a huge screen space).
There's no way of making these menus go away. I can't collapse them forever or make them go to the bottom of the list.

Exact steps for others to reproduce the error

  • Open Blender
  • Click "Open"
  • Face the massively annoying menus
  • Try to collapse them and save as a default file
  • Fail
  • Working on a project, try to add anything to it (append something, or a texture)
  • The menus are there still
  • Fail to collapse the menus

Please add the possibility to save the state of the panel as we want them to be.

Unfortunately, this is working as intended and has been reported before. It is classified as a limitation and will have to be further discussed by the UI design team.
Please keep in mind that we use a very narrow definition of what a bug is on the bug tracker. This is a feature that doesn't exist at the moment, but not a broken functionality.
