Grease Pencil draw on surface doesn't draw on surface #85581

System Information
Operating system: MacOs 11.2/Win10
Graphics card: AMD Radeon Pro 5500M 8 GB/Quadro1100

Blender Version
Broken: Latest 2.92 & 2.93
Worked: 2.83.10

Short description of error
Try to draw Grease Pencil in Surface mode, it doesn't draw on surface of the object.
Exact steps for others to reproduce the error
. Create UVSphere
. Create GreasePencil/Blank.
. Go in Draw Mode and choose Surface in Stroke Placement.
. Try to draw on UVSphere: the stroke is drawn inside the object (the offset doesn't seem to change anything). The same steps in 2.83.10 produces a stroke on the object.
Any ideas?

I can confirm this. The issue is that the drawing plane is set to view which will override the surface placement. Setting the drawing plane to something else will work properly. The two dropdowns are really confusing at times because they seem to do the same thing. There should be a better way of organizing the UI here... @antoniov
