Short description of error

Blender re-evaluates modifiers unnecessarily when parameters are not changed

Exact steps for others to reproduce the error

  1. Open Blender with a default cube
  2. Add a subdivision modifier and set the viewport levels to 10, this should take a noticeable amount of time to evaluate
  3. Click on the subdiv viewport levels text box as if to edit it, but instead click away

The modifier seems to be re-evaluated even though the parameter wasn't actually changed

I can confirm this.
Although I don't think this would classify as a bug, I still looked into this to see if there was an easy way to avoid the update. And I found something! Will submit the patch and ask the UI team what they think.

Since eb06ccc324 was reverted in 3bf10e5d0a, will reopen.

But there is a fix in the works, see #40009, so will put on my desk.
