Short description of error
When an animated character (who is linked and is made an override) is pushed down to the NLA editor,
adding modifiers can be applied, but any modifier parameters can not be changed. This should be fixed (as mentioned to dr.Sybren) and is rather important for the Sprite Fright animation

Exact steps for others to reproduce the error
Open a new blenderfile
Link in any character and make it 'library override' so it's animatable
Animate the character on any bone so it's visible and creates an 'action' datablock
Push Down the action to the NLA editor
Apply a modifier to the NLA 'animation' track of the character
The modifier parameters are locked (greyed out) and cannot be changed.

Blendfile with the character linked in:
animation_file.blend
Character file (a cube for this matter):

These files can't be used outside of the Sprite Fright project, as they link to other blend files not included in this report. Even though I have access to the production SVN, now it's a big puzzle to figure out where to place which file to even start investigating this issue.

Please make a minimal example file that can be easily loaded by developers.
