When you say that it is not installing, what exactly do you mean?

Have you tried to activate the add-on (tick the checkbox in the preferences) that is shipped with Blender or did you try to actually install an add-on through the Install button in Edit > Preferences > Add-ons?
Is there an error message displayed upon activation?
Are the entries missing in the Add > Mesh menu?
