System Information what
Operating system: windows ten?
Graphics card: i have no idea

Blender Version most recent version and some older version
Broken: (example: 2.80, edbf15d3c0, master, 2018-11-28, as found on the splash screen)
Worked: (newest version of Blender that worked as expected)

dont know how it happened, but sometime inbetween me using it started always opening like this, i deleted blender, got a new setup wizard to install a new blender, still happened
Based on the default startup or an attached .blend file (as simple as possible). ←what does this mean?

not the first time i opened blender, it worked just fine before

If i click around it changes a bit, so i think its normal blender, just somehow distorted like crazy

Thanks for the report. Can you please attach the system info file generated from the Help menu? (Help -> Save System Info)

Also: does this happen when you open the startup scene or is it specific for a file?

I dont think i can find the help menu in the mess that is blender
It happens when i open blender.
Im downloading the fresh build right now

@RedFoxLightning Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender show the broken display again. Close Blender afterwards. The Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop.

I would suspect an issue with your graphics driver. Try to update it from the vendor website (Nvidia, AMD or Intel). There was a similar issue a while back with an old driver and AMD GPUs.

That is an example in the submission template, you're meant to fill in the Blender version that doesn't work properly.
