System Information
Operating system: windows 10 19042.1165
Graphics card: Nvidia RTX A6000

Blender Version
Broken: (example: 3.0.0, eab26f1334, master, 2021-09-10, as found on the splash screen)
Worked: (newest version of Blender that worked as expected)

Short description of error

I cannot use any keyboard commands when I open Blender for the first time,And need to adjust IME to execute.

hi, can you even reproduce it on other blender versions? (2.93, 2.92, etc.)

Tried, but there are still problems.

I am not sure but sometimes anti-virus blocks the input from the keyboard.

I am not confident with this so resetting the status, other triagers, developers will help you :)

2.92 & 2.93 is OK,only 3.0 alpha.
I now try two different IMEs to solve the problem.

Hi. IME has a problem in 3.0. In version 2.93, even if IME is used, only English can be input in the 3D view, but in 3.0, you are allowed to input other languages in the 3D view, which makes the shortcut keys unavailable.
