This behavior is expected if the file saved in 3.1.0 or 3.0.0 beta is opened on every version prior to this commit

Opening your file in 2.93.5 gave me the same result (broken header alignment)
Did you save the file in 3.1.0 or 3.0.0 ?
Now that you mention it, I think last week I opened this file with the 3.0 beta to test cycles-x. I must have saved the file and didn't realize. Is there a way to fix the problem in 2.93.6?
Hi, I am not sure if this can be fixed in 2.93LTS.
Appending or importing objects to fresh 2.93.6 file may work for you

This happens when you open files saved in 3.0 in earlier versions. In 3.0 tool settings and menu were swapped. You can fix this by removing broken workspace (Layout for example and adding new one) not aware of simpler way.
This has been reported and closed, will check if I can find previous report
