Short description of error

'Assign Shortcut' not available in the new Pose Library within the Animation tab in viewport. But literally everything else has this option available as well as "assign to quick favorites" option.

Exact steps for others to reproduce the error
Load any blend file, enable the Pose Library add-on, go into pose mode, go to animation tab, make a new pose, right click on said pose, and see drop down menu has no option of the sort.

There's a warning in the addon indicating that it's under heavy development and things may change.
I'm not sure the lack of the "assign to quick favorites" option is really a bug.

It's not. This is a menu that lists individual operators, just like when you choose the "Add" menu from the top bar in the 3D Viewport. You can right-click on an operator in this list and there is the "Add to Quick Favourites".
