1% stepping, scene stepping
I suppose there is no limiter and with very steep angle step become extremely tight instead to keep constant step.

I can only reproduce this bug with the Draw Sharp brush. The Clay Strips brush also doesn't behave well when "Adjust Strength for Spacing" is disabled but that might be unrelated.
It's also good to note that this behaviour only happens when doing a brush stroke towards the camera, instead of away from it.
In your videos the brush only acts out if you return the stroke to the surface that is facing you.
So the Draw Sharp brush seems to behave strangely in general when taking steep angles into account from that particular stroke direction.

In my testing I think the bug happens when coming from outside the object:

Also a similar behavior happens with clay strips brush, so this bug maybe related:

So I keep testing and I found that there is a problem with the brush independent of the spacing, but it is worst when spacing is in scene. I think it is related to this issue but not sure if it is another problem.
In this video you can see the problem when the effect is set to add.

So I get up from bed with an epiphany, I think the problem is that in the horizon of the mesh the brush some times comes to the front of the object and sometimes it goes to the back of the object, it doesn't know where you want to go.
To test the theory I activated the front faces only and the brush behaves much much better! so the algorithm needs to accommodate for that, just never go to faces that are not facing the user.
