Cycles: move hair particle settings to scene context

Summary

Since the beginning of times hair settings in cycles were global for
the whole scene but were located in the particle context. This causes
quite some trickery to get shots set up for the movies here in the
studio by forcing artists to create dummy particle system to change
settings of hair on the shot.

While ideally this settings should be properly become per-particle
system for the time being it will save sweat and blood to move the
settings to scene context.

I was recently talking to someone over twitter about this, The idea that he came up with is to leave it in the practice tab but it is always visible, even without a particle system created. However, I am not sure that this approach is currently possible.

The Particles tab is not always visible. The only always visible tabs are Render/RLayers/Scene/World/Texture. This is a per scene setting, it belongs in the Scene context.

An idea I had in the aforementioned Twitter discussion: why not put it in the Geometry panel under render settings? It seems more natural than the scene panel, they are Cycles' specific geometry settings, after all.

I guess it's ok as an intermediate improvement, hopefully we can solve this properly before 2.8 is out or even make most of these options obsolete.

Title should be just "Hair" in this context. Maybe it could even be part of the Geometry panel.
