Viewport: implement hiding faces in paint modes.

Summary

In 2.79 hiding works in paint modes with selection enabled,
so it is a missing feature. This implements it in texture
paint overlays and in workbench base shading.

Not sure the is_active is necessary, since we can have multi edit objects now? Maybe multi object paint does not work yet.

Add hiding in EEVEE mode and disable workbench shadows when hide is active.
