A Scale To Bounds Operation. This Operation was ported from the GSoC
2016 - UV Editing tools.

Sometimes also referred to as "Normalize UVs", this tool can be used
to scale the selected UV Islands to fit the UV bounds.

Seems fine to me. The code seems to be very straightforward and easy to understand.

@Campbell Barton (campbellbarton) do you have any objections to merging this?

It would be nice to support multi-edit-mode, don't think using ParamHandle is necessary for basic operations like this, otherwise functionality seems useful.

@Phil Gosch (saphires) can you implement support for multi edit?

Ah yes, @Campbell Barton (campbellbarton) this was just a mindless port. Will add these features and do some clean-up.
