Sculpt: Render Face Sets always as flat shading

This removes the smooth shading rendering from the face set overlay when
smooth shading is enabled.

It still has some limitations as in some cases only a triangle per face
is rendered with the correct color of the face set.

I also included a fix in gpu_buffers that enables the smooth shading
rendering of the face sets.
