System Information
Operating system: Win 10 Pro
Graphics card: GTX 1060Ti

Blender Version
version: 3.3.0 Release Candidate, branch: master, commit date: 2022-09-01 17:38, hash: f366d197db, type: release
build date: 2022-09-02, 00:43:37
platform: 'Windows-10-10.0.19044-SP0'

Short description of error

  • create a circle
  • rotate it at topview 90° at x axis
  • switch to edit mode
  • extrude in topview along y axis to make a long small cylinder
  • extrude one more sction at y axsis and scale it with alt+s to made a small tip
  • add 5 or 6 loopcuts
  • select at left and right side a face line from cylinder
  • remove the vertices from last two loops opposite the tip
  • make a vertice group and assign it (100%)
  • switch to object mode
  • add a particle system and switch to Hair
  • in Emission set:
number: 150 (equal, each num mades different problems)
    seed: 0
    hair lenght: 4 m
    segments: 3
  • enable the vertex group
  • go to children and activate "interpolated"

now comes very strange assignments with hair, wrong lengts und strange deformed areas (if you scale points along a axis).

I can reproduce with your file, but not from scratch

I have noticed some steps are missing (circle has different orientation, different hair settings) when following your instructions. Also I feel, that some steps may not be necessary.
Can you clarify these steps to be really exact?

Actually I can reproduce, the cylinder just has to be very thin.

To bring some more clarity, I forgot to mention that after the 90° rotation of the circle, of course, apply rotation was performed.
Furthermore, not only long thin faces are affected. Rather long thin lines of faces, even if these have very many vertices.
