Allows pinning of vertices in Edit Mode (2.49)

This patch allows pinning of vertices in Edit Mode similar to what can already be done in the UV Editor. Apparently this is especially useful when working with the proportional editing tool.

The effect is completely vertex based but edge- and face-select modes are also supported for convenience. Pidded parts of the mesh will be highlighted in red.

The feature is only accessible through the following shortcuts at the moment:

Return : pins the current selection
Alt/AltGr + Return : unpins the current selection
Shift + any of the above: effect will be applied to the opposite of the selection

I know that the 2.49 case is pretty much closed but I put this here fore people who might still want to use the feature until they can move on to 2.5 for production work.

I will now move onto porting this to 2.5 bmesh for the future.

Fantastic. I have been unable to really use the propotional editing tool on mirrored meshes, without hiding the middle seam, which hides...the middle :) Thanks!

Assigning to Briggs, but this probably won't be applied to 2.49 so probably your 2.5 bmesh version will be the one that makes it.
