Regression: Blender 2.5 interface slow on certain Intel cards

Description

* Same hardware runs Blender 2.49 smoothly.

* None of the window draw methods seem to perform noticeably better (I
believe Triple Buffer is marginally the best)

* 2D interface elements are always laggy, however they are noticably
worse when the panel is large (like the material panel when all the
sub sections are expanded, or the hotkey editing panel in the User
Preferences window)

* Rotating/panning/zooming the 3D view is fast, but as soon as you
perform operations on the actual scene, like grabbing an object or
vertices, the redraw is about 5 frames per second. This slowdown
doesn't happen when the 3D view is maximized using Ctrl-UpArrow, and
most of the 2D interface elements are hidden

* No difference in performance with Compiz on or off

Intel GMA cards have been a nuisance to our performance for a longer time, since 2.5 development started. We don't have enough developers with an Intel GMA machine ( http://wiki.blender.org/index.php/Dev:Ref/Supported_platforms )
