%%%I didn't test Windows, but did you try the standard key combination that works in other applications? Blender had some custom key combination for entering special characters, but now instead we use the system key combinations to get special characters.

For example on Mac/Linux I can type, ^ + A, and it will give me â in Blender.%%%

The only way to do it, is to copy á etc. from notepad or similar to clipboard, then paste it into the insert text operator field%%%

%%%No. Win 64 Buildbot Version from today still same issue. But i recovered if i hold the accent key and get to press the character key while still holding the accent key before the repeating of chars kicks in i get for ex. é instead just e but if missed then something like ´´´´´´´e.%%%

%%%Still the Same with "Tottasten" 2.63.22 r51001 MingW 64. Which should work as like shift lock key. Also on german keyboards the normal result after pressing two, independent which of them and which mix, "Tottasten" subsequentlie gives them back in their pressed order. Happily used for ^^ as smilie.%%%
