It not work in:

version 2.69 (sub 0), revision b'60991'. b'Release'
build date: b'2013-10-29', b'15:34:08'
platform: b'Linux:64bit'

This version is in blender download page, I tried download source code but I can't build it so I can't test r60995 linux

It work correctly in:

blender 2.69.0 r60995, 64 bit version, windows 8.1

I'll copy some information from the BA thread:
Getting a good percentage is still something that needs to be done for libload. Right now it only gets updated twice:
90% when the scene is converted
100% when the scene is converted and merged

Merging probably doesn't need to end up on the progress (seems quick enough to just ignore). However, how should progress actually be calculated? Number of objects converted? How much percentage should world conversion be?

So, this isn't so much a bug as a limitation of the current system.

I'm moving this over to "ToDo"

About the percentage for LibLoad... I think that the number of objects converted would give plenty of precision for using as a percentage of loading completion. The only issue for this would be if there is only one object in the file being LibLoaded, but typically that would be fast anyway and you only really need a progress update for larger scenes being loaded.

I think the world conversion should only be a couple of percent. At most 5%.
