Arrow key Activing/Selecting Object etc.

Hotkey: up/down + [shift];
(alt + wheel up/down) + [shift];
shift + (double)LMB;
shift v/s/r

This script was working before 2.69.1. and broken this time. The reason is I can set custom arrow key in Outline.

I believe These functions is basic and important for better experience in blender. Don't let it die Please.

BTW. I always hope BF can imbibe these idea then integrating and improving. We don't need too much addon just need a better Blender.
