Short description of error

Users with usernames containing non us characters can not install addons in their application data folder

Exact steps for others to reproduce the error

Create a user with one or more special characters (utf16 or possibly windows CP-1252 character set)
Install Blender for this user
Try to install an Addon

typically it breaks with following message in the console:

Download and copy blender-utf8.bat to blender2.69 directory (same directory where blender.exe exists),
and execute the bat file, then try to install the add-on.

Or, you can simply copy the add-on file (unzip if compressed) into blender folder:
\ ...\blender-2.69-windows32\2.69\scripts\addons.
Assuming path to blender doesn't contain non-ascii characters.
