Transform hotkeys for rotating and scaling the object permanently stop working in rare instances. #38363

System Information
Win7 64 bit, an ATI 7xxx graphics card, an i7 Ivy Bridge CPU, 16 gigs of RAM

Blender Version
The file that the attachment is derived from has exhibited this bug from the version it was created (which was all the way back in version 2.62), this indicates that this is an old issue that has never been reported until now (or that I never got around to reporting it myself). I do not know of any version where the bug didn't exist. The issue still exists in a completely unchanged state as of hash 898498c

Short description of error
In the attached file, you will notice that when you press the 'R' and 'S' key, the white outline indicating transformation will appear as usual, but no transformation will be applied. However, the 'G' key for simple translation will work as it should and transforming manually using the N-key panel will also work, the only workaround for this is to append everything into a new file, as the bug will be permanent. Also, any new files derived from it that are saved will also experience the issue and the 3D view manipulator widget for scale and rotation will cease to work as well.

This doesn't happen very often, but it can be annoying when it does happen, many thanks if this issue can be squashed once and for all.

This seems to be related somehow to the 3DView (if you make e.g. the Properties window a 3DView, rotation works in this new window but not in org one)…

I think this is due to the "Manipulate center points" button (to the right of the pivot center button) being active.

D'oh; how did I not realize that all I did around two years ago was accidentally turn on a button. One of those 'random click and something seems to stop working' moments. O.o

Perhaps the best course of action here then would be to automatically disable that button while a user rotates or scales the object and then re-enable it when the operation is completed, otherwise he might think his file has glitched since it produces no changes to the existing data.

You can close the report now, but keep in mind the idea of reducing potential user confusion.
