Short description of error
Enabling Region Overlap setting in the user preferences doesn't change the behavior of the tool and properties window in the node editor.

Exact steps for others to reproduce the error

  1. User Preferences -> System header -> Check "Region Overlap"
  2. Go to Node Editor -> Use Nodes -> Input a few random nodes for context
  3. Press 'T' and 'N' hotkeys.

Seems that this is by design, region overlap usage is only whitelisted for a few specific editor types:

Don't know the rationale for this, will leave it to the UI mafia to check.

Yeah I think it was mostly because the sliders didn't compensate for overlapping regions. Also pretty low priority to fix.
