Please try to copy this dll ftp://ftp.blender.org/sergey/softwaregl/win64/opengl32.dll into your blender install dir (next to the exe itself), and try to launch Blender.

If it works, then you have some issues with your GPU driver (would not be the first case with win 8.1 :( ).

I made it (i have saved the opengl32.ll that you send me )but blender didn't start,

The NVIDIA drivers are updated so, i don't know that i do.

I would suggest to try a full re-download and re-install, but since you already tried several versions of Blender…

Maybe you can try to run blender.exe --factory-startup in a command line, just in case?

But it’s likely to be some obscure driver issue somewhere that breaks Blender. :/
