Based on a (as simple as possible) attached .blend file with minimum amount of steps

I am using Blender GIT Rev 2014-06-22-18-41-07-7280410 on a Linux 64bit Fedora Machine
with an Intel 3000 HD GFX card.

I am not sure if this is a bug or just an inconsistancy or I am misunderstanding how this feature
is supposed to work.

I noticed that unlike most other entries in the [3D View Editor > Select > Linked Menu] the Particle System
entry does not take account of the currently selected Particle System when determining if the currently selected
object has a linked Particle System in common with other objects in the scene.

For example that attached Blend file has two cubes a Red and a Green one. The Red cube has two particle systems on it
named 1 and 2 (also the particle system datablock entries have also be renamed 1 and 2 respectively).
The Green cube has only 1 particle system on it and shares the particle system settings for entry 2.

If you select only the Red cube and then select Particle System entry 1 and use the
[3D View Editor > Select > Linked Menu > Particle System] menu entry. The Green cube
will be selected even though the Red Cube only has Particle System entry 1 selected.

Other Select linked types such as material and texture check what the currently selected material/texture is when
determining what cube should be selected. The Select > Linked > Particle System entry only seems to check if it
has any particle systems in common and if a cube does it gets selected (even if its not selected in the Red cube).

I have attached a demonstration Blend file, a video showing the issue and my system-info.txt file.
