I am using Blender 2.71 GIT Rev 2014-06-26-16-09-59-1b76c63
on a Fedora 20 64Bit Box with an Intel 3000HD GFX

I noticed that [3D View Editor > Select > Select All By Layer] doesn't seem to work
when an object is on more than one scene layer.

In the attached Blend file I have duplicated 3 cubes called CubeA, CubeB and CubeC.
I placed CubeA on Layer 1, CubeB on Layer 2 and CubeC on Layer 3. If I then
select the Select All By Layer command and goto the operator panel Layer control
you can change the layer value between values 1 to 3 and the respective objects will
be correctly selected.

If you now take the CubeB and add it to another layer so it is shared between layer 2 and
some other layer, and again rerun Select All By Layer, CubeB now won't get selected
when you change the Layer value in the operator panel.

It seems to not work no matter the value for the Match dropdown field either.

Checked wiki docs but there is no extra info:

In fact, 'select all by layer' has two modes, Exact Match which only selects objects that are on, and only on selected layer, and Shared Layers, which select all objects that are at least on selected layer…

So, thanks for the report, but not a bug. :)
