Short description of error
It fails to build with:
view2d_ops.c error: implicit declaration of function 'roundf'

The roundf function requires -std=c99, _GNU_SOURCE, or some other way of declaring it should be used. The scons build does not pass in any -std option, so I fixed it for me by adding "#define _GNU_SOURCE" above #include <math.h> in the file.

Exact steps for others to reproduce the error
Using gcc 4.8.3, run "scons".

Blender's C isn't currently c99 all over, (no declarations before statements for example),

so I'd rather define roundf when its needed, then switch to c99 at this moment.
