Short description of error
First off, this is not exactly a bug, more of an issue in consistency. In Blender, there are sliders with a limited value set. There are also sliders that don't have a set value, indicated by arrows on each side. However, some of the latter sliders won't go past a certain value. One example of this is the mean crease slider in the Properties tab. It should use the set slider GUI. I hope that the phrasing of that paragraph didn't sound stupid.

Exact steps for others to reproduce the error

  1. Tab into edit mode on the default cube.
  2. Select all vertices, and open up the Properties tab.
  3. Change the value of the 'Mean crease' slider. It only goes to 1, but it implies that it can go past 1.

Thanks for the report, but as you said yourself, this is no bug. And not an issue at all in fact, we have many numbuttons in our UI having limited range of values - there is no hard rule to choose between them really, just that sliders tend to be used for factors/percentages only…
