Please always attach .blend file which demonstrates the issue.

just copy the keyframs and press control+shift+v to mirror over the keyframs, and it should replicate the issue.

also before i forget this seems to only effect the copied keyframe (in this case 1st keyframe)

Think we should pass this on to Ton?

I've tried many different combinations of settings (notably visual keying on and off, insert needed on/off, and selecting different subsets of the bones) but cannot reproduce this issue here using 2.73 on Windows.

Hey josh, you did try the "shift+ctrl+v" combination I was speaking around right?

The way i did it was that I selected all the controllers in the 3D view (with A) pressed control+ c (to copy) and went to keyframe 17 and pressed shift+control+V (or you can goto "pose> paste X-flip poses) and went back to frame one to see that it screw up.

Can confirm that here. @JoshuaLeung, maybe you can confirm as well doing the steps @Jncocontrol mentioned?

@Jncocontrol, Ton currently isn't available for Blender development at all. @JoshuaLeung is our leading animation developer and @ideasman42 is our leading general developer, so trust me, the chances that this gets fixed by those two are a thousend times higher then by Ton ;)

Checked on this report and its not a bug.

foot_ik.L and foot_ik.R have no keyframes, so Copy, Paste-flipped - does nothing in the action editor which is only concerned about keyframes.

You can instead use the View3d Pose menu, Copy Pose, Paste X-Flipped Pose.
