Layers are mentioned at the top of layers_and_animation.rst:

By default, most operations occur only on the active layer.
The active layer can be identified as the one with the different panel color
(in the default set, a light orangy-brown color). Clicking on a layer,
or changing any of its settings will make it the new active layer.

It's not necessary to mention how to identify the active layer in the list - this is consistent with the rest of blender and is intuitive enough (also, we shouldn't mention things based on user preferences, only document the defaults)

The active layer can also be identified by looking at the status indicator
(in the top right-hand corner of every view with Grease Pencil data being shown).

Is this old info? I can't find this "status indicator" - either it needs to be explained better, or removed. Or I'm blind :)

Additionally, it would be nice to mention that you can animate the color, thickness etc of layers
