Normal Edit Mod : Radial from object normals affected by target object scale. #44027

Short description of error
Add a normal edit modifier to an object like an icosphere
Add an empty or other as target.
On Icosphere normal edit mod, set to radial and set target object to empty.
Scale the empty. Notice the normals on the icosphere changing.

Not sure what is going on but it seems odd to me that the normals would change with the target scale. Radial Should reference the origin position of the target(?). Dont know what space this is being computed in but it seems like there is a bad transform.
