The Snap tool is an add-on that provides quick and easy ways to model with architectural precision. It’s a great tool for modeling houses, furnitures, equipment, etc.
This add-on implements the tool LINE. This tool allows the creation of edges with length and direction precisely specified . Just click with the LMB at the start point and to proceed specifying each new vertex of the line with the LMB or the Enter button. This tool resembles the Blender knife tool, but now can be snapped to the edge’s perpendicular or be drawn with accurate length and direction.

Looks very good !
where's the source ?

just an exercise in edge/vertices/face mods, not a utility. There are already "manual" settings for most options, if there were a utility for it to set scale related to other elements (objects in scene), that would be handy, but otherwise this does not warrant any further consideration.

If it's an addon for review/acceptance to our repository please make sure it's sources are included.
The addon was outdated. So I had to remove the download.
New Updates:
1.4 – Solved rare problems when splits an edge with point near a vertex
1.5 – Reworked length calculation
1.6 – Solved interception problem with parallel lines in restriction mode in orthogonal view
1.7 – Disables constrain "shift" after orbiting the 3d view.
1.8 – bpy.ops.ed.undo_push(message= "Add an undo step function may be moved")
1.9 – add a vertice where the lines intersect
2.0 - setting the preference "intersect" in addon preferences.
2.1 - Zoon to snap position in Orthogonal view
2.2 - replaced UnProject for Scene.ray_cast (more accurate and a little faster).
2.3 - setting the preferences "Snap Colors" in addon preferences.
One of the most notable changes is the possibility of customizing the Addon:
snap_utilities_line.py
Changed status from 'Open' to: 'Archived'
Name changes and updates led me to abandon this task.
In future I will I create another task.
