System Information
W8.1 64

Blender Version
Blender 2.74 RC4

Short description of error
Sorry if it is feature and not bug :) But light which is in another layer is still contribute to all layers. If it is not bug, I think that it will be better for layer organization that light is contribute only in layer where is, because now you have to add many helpers layer so you can exclude this.

Exact steps for others to reproduce the error

  1. open my scene and render
    bugLight.blend

If it is feature, close it :)

In BI lamp can only contribute to there own layer(s), looks like Cycles do not support this? Sounds more like a feature request than a bug, though.

Sergey, will let you decide here.

I agree with Bastien, everything works right here. Cycles renders the lights for all selected layers. If you want a light to not contribute to an object shading, you have to move it to a different layer and turn this layer off. In your scene all layers containing objects or lamps are selected, so they are rendered.

(If this still doesn't work for you - which isn't the case here - we might have a real bug)

Closed since I agree with Bastien about this and I doubt Sergey has a different opinion ;)

Thanks for the report anyway
