Splash screen does not respect DPI setting

OS: Windows 8.1
Monitor resolution: 3840x2160

Blender Version
Broken: 2.74 RC3

Short description of error
On a UHD resolution monitor (3840x2160), and using a doubled DPI setting (144dpi), the splash screen is smaller than it should be, but the text is the correct size, and lines overlap.

Exact steps for others to reproduce the error
Set Blender's DPI setting to a higher value (I have mine set to 144), and view the splash screen.

This is a known todo, it's even marked in the code. It currently only scales to the pixelsize, which isn't nice indeed.

Anyway, thanks for the report but no real bug here (luckily)
