(don't understand) For Windows 7, at least service pack 1 is mandatory, please ensure it is installed on your machine.
(don't understand) Ensure you have no python executable available in your %path% envvar.
(can open "bulidbot") Try the latest build from our buildbot.
(don't understand) Try to start Blender in factory settings (--factory-startup commandline option) (this will ensure whether this is a userpref or addon issue or not).
(don't understand) Try to place this dll next to your

ok let us take this one step at a time then could you go to https://builder.blender.org/download/ an download widows 7-64-bit and official variation
Then once you download that and extract its contents
Go to http://download.blender.org/ftp/sergey/softwaregl/win64/opengl32.dll (Download will start by itself)
Then place that file in the folder that you extracted the one with the blender.exe file
run blender it might be slow but thats ok

did the dll fix it if so i would go the intel download page and find a video driver for your card

@leolam3, note that this dll isn't a real solution as it causes a big slowdown, this is just for testing purposes. But as @Blendify said, this indeed might be a typical intel driver issue.
