I think that Merge Limit of mirror modifier does not work definitely.

The difference between 2.49 and 2.74 is how the merge limit is interpreted, in 2.49 it is the distance from the axis, in 2.74 it is the distance between the vertices. If you scale the mesh to half the size in 2.74 you get the same effect as in 2.49. It doesn't seem worth breaking compatibility to make 2.74 consistent with 2.49.

The UVs look correct to me. Yes they are distorted, but that's what you get when merging them. The only way to not distort them is to keep the UV islands separate or to modify UVs further in the mesh, which is not something that we should be doing because it would lead to unexpected side effects. The purpose of this mirror limit is to merge vertices that are already really close together, and in that case there will be no visible distortion.
