Regression: Vertex Connect fails to connect verts in multiple isolated polygons

Blender Version
Broken: Blender 2.74
Worked: Blender 2.72

Short description of error
In a model with multiple isolated polygons, users often want to join verts within these polygons using the Vertex Connect tool. However, this no longer works.

Example:

Here we have multiple polygons:

In Blender 2.74, pressing the J-key results in this:

A single line is drawn across the entire model, not within each isolated polygon.

In Blender 2,72, pressing the J-ket resulted in this:

...which is almost always what you'd want.

Exact steps for others to reproduce the error
Take this file with a couple of isolated N-gons:

Press the J key.

Watch it try and make one continuous connection insteaad of connecting up each set of verts as it would in Blender 2.72.

Connect Vertices can be accessed from the vertex menu (Ctrl+V, V)
