Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Short description of error
Dear Sir / Madam,
I have some Blender Tutorial videos on YouTube, and one of my followers have a problem. He told me, that he couldn't find any add-ons in User Preferences. He reinstalled his Blender, but it is the same. I tought that he just forgot to choose the Offical, or Community, but no, everything was correct.
So please help me, and help him.
Maybe he should install the Add-ons manualy, but then he needs the files.

I’m sorry, but this is nothing like a bug report. Bugtracker is not the place for user assistance, please use forums or IRC for such means.
Why not bug report? It isn't a bug that he can't see the Add-ons?
We have absolutely no element to decide whether this is a bug, or a mere user support issue - quoting submission rules, we need your help to carefully construct a case others can redo. There is absolutely no way to redo anything in your report.
The
