Short description of error
Changing compute device from CPU to OpenCL Pitcairn does not appear to change the load on the CPU or GPU during render. AMD System Monitor shows only CPU used in both cases. Render also takes exactly the same amount of time. This happens for both Blender Render and Cycles.
Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Sorry, did not set Device to GPU Compute in the Render section of the Scene. When I do enable a simple scene render crashes. blender-app.exe continues to increase in RAM, to around 1.6GB, and then everything just disappears.

Make sure you've got latest beta driver from AMD installed, otherwise there's no way OpenCL will ever compile.
But even then we're having issues with FirePro W8000, driver just goes to some sort of infinite recursion and dies. Nothing we can solve from Blender side unfortunately.
Latest drivers installed and same issue occurs.
Can you please point me in the right direction to help with debugging the code? Maybe the W8000 issues would be a good place to start.

I've committed some fixes which made W8000 made working for a simplier scenes. More complex ones might not work, also baking wouldn't work. You can check latest builds from builder.blender.org.
Unfortunately, there's no much you or me can do here, it's just limitations of AMD driver. We are collecting hardware related issues there http://wiki.blender.org/index.php/Dev:2.6/Source/Render/Cycles/OpenCL#Hardware_Issues so AMD can use the list for troubleshooting their driver. Hopefully it'll work :)
