System Information
Centos 7 - 3.10.0.229.11

Blender Version
Broken: All

Short description of error
Making single user does not make copies of mesh data.

Exact steps for others to reproduce the error
Make duplicates (for example with dupliverts), make dupes real (ctrl-shift-a), search for command "make single user:" does not make mesh data single user. It will still have a high number of users in the mesh data selector. I would expect this command to make every aspect of the object, such as modifiers, mesh data, weighting, shapekeys, etc, unique per object. This would mean having some 30 copies (example) of each piece of data, one for each object.

Overall it is counter to what the command's name describes it as doing. Either the command needs to be renamed or the command needs to do what it says it does.

This is a simple example file. It is a sphere duped through dupliverts. Press ctrl-shift-A to make dupes real, then search for "make single user" and select "all" to turn all objects into single user. You'll see that mesh data does not become unique, and because of that, shapekeys are not unique, etc. singleuserreport.blend

Thanks for the report, but no bug here, by default 'Make Single User' operator does nothing - you need to enable desired options (type of linked data to affect) in the operator options (Tools panel in 3DView).
