Regression on baking normals with Cycles - reversed normals?

Short description of error
There appears to be some baking-related bug, which rotates faces during a bake -- might either be a rotation or a flipped normal.

My artist had no time to report a bug, and it is somewhat difficult to explain why he needs the weird normal map bake, but please trust us that there is a regression and we are all sad.

Exact steps for others to reproduce the error
Open the attached file in both 2.75a and 2.76 and observe difference when hitting "bake".

Made a mistake while attaching the file:

Might be related to T42015 , but the testcase runs into the problem even when modifier is deleted.

Bastien Montagne (mont29) lowered the priority of this task from 90 to 50.

I can also confirm this bug. It seems that some but not all faces get rotated by 180 degrees during baking.
Here another example .blend:

Press "Bake". After baking connect the bake_texture output to the Diffuse BSDF.
