Please provide some more info about the bug.

It seems you tried to install the Sniper addon by Jacques Lucke? Installs fine for me.

Also, please test with the last Blender version, or even grab a buildbot version - you seem to be using 2.74.

Furthermore, this Addon is not part of Blender's embedded ones - so you may better try to get in touch with its creator.
