When you create a driver in the Grease Pencil opacity or Thinknes of a layer , don't have any kind of effect on this values.

not sure this is expected to work, but on the other hand Joshua has done lot of work to make GP animatable… @JoshuaLeung, will let you handle this one. ;)
IIRC, This only works with the new depsgraph (./blender --enable-new-depsgraph) Trying to retrofit this into the old depsgraph though is a bit too much pain/trouble to be reliable, as the old depsgraph is really not set up to force this type of update.

OK, can confirm it works with new depsgraph, so let's close this as known limitation of old one. ;)
